杜鵑強颱來襲，造成直潭淨水廠夾雜過多細微顆粒，難投藥凝結，讓大台北地區原要在昨（29）日下午6時恢復全面供水，被迫延到今（30）日清晨6時，造成民怨四起。市長柯文哲因此改變心意，同意花費新台幣20億元建設翡水專管，「若中央無法解決只好自己花錢」。

這項由台北自來水事業處所提出的解決大台北地區飲用水混濁問題，先前因柯文哲反對暫時擱置。

依北水處的解決方案，為了因應未來高濁度機率倍增，原本直潭二原延伸線工程長度將由4.1公里修正為2.5公里、經費新台幣37億元降至20億元、施工4年降至3年，藉縮短管線讓用地權屬性單純化、降低環評範圍，盡速解決原水濁度問題。

但後來因造價太高，加上柯文哲認為應從上游南勢溪解決，此案遭到反對、暫時擱置。不過，柯文哲昨日指出，原水濁度1萬2,000度以下，各大淨水廠仍有能力處理，但「成本很高」。
